Minnesota Independent: Green enough for 35W concrete, toxic coal ash is also used on farms

A large amount of fly ash that has found a home near downtown Minneapolis has been receiving lots of attention lately: The superstructure of the new 35W bridge is composed of 25 percent fly ash, and the bridge’s piers, footings and shafts all contain 16 to 18 percent fly ash. The ash is used as a substitute for Portland cement, a key component of concrete.

Minneapolis Superintendent Bill Green last month threatened to pull out of the West Metro Education Program (WMEP), concerned about diverting $3.5 million in annual state aid to two schools that he said had become, in effect, segregated magnet schools. Robbinsdale Superintendent Stan Mack said his district “should not be subsidizing either of those two schools or the WMEP district” because they had failed to promote integration.

Education funding comes up today in the Minnesota Senate. The DFL-backed bill would cut K-12 funding by more than 3 percent.



TC Daily Planet: Hopeful education goals in a dismal year

The bill proposes “incentive revenue” for school districts to accomplish those goals. Starting in fiscal years 2014-2015, they would be required to use 5 percent of any increased basic revenue for research-based practices or curriculum shown to improve learning across the student spectrum. Mariani knows it’s an unusual action and that there won’t be extra revenue this year.

Star Tribune: Minneapolis schools prepare downsizing plan

The plans will include fewer schools and changes to school boundaries, bus routes and program locations. The district estimates the changes — deemed necessary because of declining enrollments and dwindling state aid — will affect nearly a third of its 32,500 students.

Finance and Commerce: Minneapolis offering free Internet to nonprofits

The Digital Inclusion Fund was created in 2007 as part of the contract between the city of Minneapolis and the Minnetonka-based USI Wireless, the firm that built, owns and manages the city’s wireless network. USI Wireless is a subsidiary of US Internet Corp. The city’s deal with USI Wireless outlined a “community benefits” package, designed to broaden digital access for Minneapolis residents.
